Резюме
В статье проанализирован одиннадцатилетний опыт реализации Программы государственных гарантий оказания гражданам Российской Федерации бесплатной медицинской помощи в Федеральных округах. Отмечены не только проблемы, но и позитивные изменения в реализации Программы государственных гарантий. Обоснована настоятельная необходимость как дифференциации нормативов формирования территориальных программ госгарантий, так и методики оценки их реализации.

Abstract
Eleven-years’ experience of the program of state guarantees for citizens of the Russian Federation with free medical care (successes and challenges)

The paper analyzed the eleven-year experience implementing the program of state guarantees the provision of Russian Federation citizens free health care in the federal districts. Marked not only problems, but also positive changes in the implementation of the program of state guarantees. Justified an urgent need, as the differentiation of standards formation of territorial programs of state guarantees, and so methods of evaluation of their implementation.

Резюме
Обязательное медицинское страхование в России официально началось с 1912 года, когда был принят соответствующий закон Государственной Думой. Многие принципы и положения этого закона представляют интерес и не потеряли своей актуальности в настоящее время. Во главе угла – обеспечение качества медицинской помощи

Резюме
В статье подведены основные итоги работы Территориального фонда ОМС Алтайского края над реализацией Федерального закона № 326-ФЗ «Об обязательном медицинском страховании в Российской Федерации» и региональной программы модернизации здравоохранения. Представлена система мер, направленная на контроль деятельности страховых медицинских организаций, в том числе по информированию граждан. Отмечены основные направления деятельности ТФОМС, органов управления здравоохранением и администрации региона по улучшению качества и доступности медицинской помощи, и мероприятия по повышению заработной платы медицинским работникам. Приведены результаты, достигнутые регионом в ходе выполнения региональной программы модернизации здравоохранения.

The Territorial Foundation of Obligatory Medical Insurance of the Altai Territory
The article focused on the results of work of the Territorial OMI Foundation of the Altai Territory on the realization of the Federal Law No. 326-FЗ «On obligatory medical insurance in the Russian Federation» and on the regional program of health care modernization. There is presented a system of measures to control the activities of insurance medical organizations, including the information of citizens. There are noted basic trends of TFOMI activity, healthcare authorities and the Administration of the region to improve the quality and accessibility of medical care, and measures to increase the salary of medical staff. There are given the results achieved by the region in the course of fulfillment of the regional program on modernization of health care.

О государственно-частном партнерстве в сфере обязательного медицинского страхования Пермского края

Резюме
Модель государственно-частного партнерства является одной из существенных моделей развития системы здравоохранения многих стран с развитой экономикой. При активном создании условий для включения частных медицинских организаций в систему обязательного медицинского страхования развитие частного сектора может стать важным фактором повышения доступности качественной медицинской помощи для значительной части населения. В статье представлен опыт, тенденции, проблемы, трудности и результаты участия частных медицинских организаций в реализации территориальной программы ОМС в Пермском крае, позволившие стимулировать усиление конкуренции между МО в системе ОМС, расширить для застрахованных лиц возможности выбора и содействовать повышению эффективности государственного, муниципального и частного секторов здравоохранения.

State-private partnership in the sphere of obligatory medical insurance of the Perm Territory

Model of state-private partnership is one of the considerable models of the development of healthcare systems in many countries with advanced economy. With the active creation of conditions for the inclusion of private medical organizations in the system of obligatory medical insurance the development of the private sector can become an important factor in improving access to a qualitative medical care for a large part of the population. In the article there is presented experience, trends, problems, difficulties and results of the participation of private medical organizations in the implementation of the territorial OMI program in the Perm Territory, which allowed to stimulate an enhancement of competition between medical organizations in the OMI system, to expand for insured persons the possibility of choice and to facilitate an efficiency increase in the state, municipal and private health sectors.

О мониторинге выполнения территориальной программы обязательного медицинского страхования в регионах

Резюме
Формирование территориальной программы обязательного медицинского страхования и анализ ее выполнения являются важнейшими задачами территориальных фондов обязательного медицинского страхования. В статье приводятся некоторые формы мониторинга выполнения основных показателей территориальной программы обязательного медицинского страхования и тарифного соглашения. Реформирование системы обязательного медицинского страхования должно предусматривать создание в территориальных фондах аналитических структурных подразделений.

The formation of the territorial program of obligatory medical insurance and an analysis of its execution are the most important tasks of the territorial funds of obligatory medical insurance. The article provides some forms of monitoring of the implementation of the main indicators of the territorial program of obligatory medical insurance and the tariff agreement. The reform of the system of obligatory medical insurance should provide the establishment of analytical structural subdivisions in the territorial foundations of obligatory medical insurance.
